Narrandera Shire Council’s financial position remains sound according to its financial performance report for the month of August 2026.

It recorded a year-to-date operating surplus from continuing operations of approximately $9.34 million, compared with the adopted annual budget surplus of $17.63 million.

Annual rates and annual charges of $12.47 million were levied in early July 2026 and recognised as income.

Early payment of 80 per cent of the 2026-27 Financial Assistance Grants totalling $5.7 million in June 2026 will impact the 2026-27 operating grants budget, as the amount was recognised as income during 2025-26.

Operating grants and contributions of approximately $559,000 were received as of 31 August. Operating grants such as the Roads to Recovery funding and Block Grant for Regional Roads will be received in instalments in the coming months.

Negative incomes are due to the reversal of accrued incomes as at 30 June such as interest on investments.

User fees include water and sewer usage charges which are yet to be levied in the coming months of September, December, March and June.

Employee benefits and on costs were approximately $1.66 million, representing 15.17 per cent of the annual adopted budget, in line with the budget.

Materials and contracts totalled approximately $1.88 million, or 24.01 per cent of the annual budget. The higher year-to-date percentage primarily reflected annual insurance premiums and other costs paid early in the financial year.

Capital grants received during 2026-27 are recognised as income upon receipt and, as part of End of Year process, capital grants will be assessed to classify unspent grants as contract liabilities in accordance with the accounting standards.

Capital works at August 31, as against the Adopted Budget of $29.94m, actual capital expenditure is $1.42 million with commitments of $2.02 million.

Carryovers which are part of restricted cash at 30 June will be recognised post audit of the 2025-26 Financial Statements and as part of Quarterly Budget Review Statements – September (QBRS).

Provision of this monthly report to the September meeting enabled councillors to better understand the organisation’s financial position and overall performance, thereby supporting informed decision-making.
